Right To Information is one of the definite feather in the cap of Indian Democracy. Personally I have obtained information regarding my council budget, getting status of my online complaints etc, and certainly I have felt exhilarated when receiving information from the government. Media is full of success stories of ordinary citizen unlocking steel vault that was accessible only to those residing with in the walls of administration.. And all this is just for Rs.10 .So thought this citizen named Sh Muzib-Ur Rehman a lab technologist employed by Coal Indiaa pplied on first day of RTI ie. 13-Oct-2005 to 2. Sh.Muzibur, a very simple person, in his innocence asked 10questions about why he was not considered for a promotion which wasgiven instead to 2 other persons who were junior in the seniority/merit list, and he asked for copy of promotion rules of CoalIndia.3. The PIO had no reply, so he was told - 'since you have asked 10questions - you must file 10 requests and pay Rs.100 more', Muzibur Rehman did what he was told.4. He was not given any answer, so one by one all his 11 applicationsbegan reaching the CIC in 2nd appeal, whereafter Mr Rehman'svictimisation began. He was first transferred (on 'promotion') to an abandoned coal mine in Naxalite infested area and denied his salaryand acommodation. He approached CIC Habibullah and during the 2ndAppeal Hearing was assisted by CHRI (Venkatesh Nair and Sarabjit Roy)on CIC's intervention. 5. The Authority Coal India did not like the decision of CIC Habibullah, so Rehman was promptly charge sheeted for approaching CIC in second appeal (they called it disclosing company secrets to 'outsiders') . 6. CHRI contacted CIC and CIC's first video-conference was arranged between Raipur and Delhi, the deemed PIO perjured himself during these proceedings so he was let off.7. Rehman was then served a termination order and his family evicted from the staff quarter. Now Muzibur Rehman's family is on the streets and he is being denied compassionate leave to visit them. His salary has been stopped for last 8 months, his daughter's board exams are in February 2007.Now even the CIC has reached its limits of authority )

When it was started & implemented the Right to Information Act 2005 from 12th October 2005. It is the most important clause of the act section 4. in which it is necessary to every public authority to publish their information in a prescribed manner & in a form of printed booklet and also on internet. The Publication of information's on internet it is very useful,important instrument of the act to make transparent & corruption free to India.it is also an important fact, that public authorities are avoiding to display & unveil their information under this section 4(1)b. Kyonki Daal mein Bahut Kuchh Kala hai. Such type publications was necessary to publish their information before or till 23 September 2005.But I have checked & noticed, the District collectors Gwalior, Morena,Bhind,Sheopur,Datia,Shivpuri etc & Police Superintendant of District Morena, Gwalior,Bhind, has not published their information on internet till 15th October 2005.I have issued a notice to all of above through E Mail as an advocate. I received proper response from some District collectors and received answer almost from all & then after all district collectors has published their information on internet within 2- 10 hours. But no any District superintendent of Police has published their information except Riwa & Sidhi Districts. So I filed an application under this act to S.P. Morena to get some information & also asked him that what is the web address of his Published information on internet. Then he published his information on internet within two days. Although he can't given other information as I demanded & in under heavy pressure of Govt. Advocates, Local Politicians, District Prosecution officer & Local police I have with draw my application without getting the information. But I was satisfied that I got success to start implementation in these offices.
