Appointment on lower grade to advertised post without any order.

It may have both success and failure.

In year 2001, AAI advertised recruitment notice for the post of Sr. Superintendent (E) in pre-revised scale of Rs.3450-6100.

During that time wage-revision in AAI were due for revision.

But after completion of this recruitment Exercise, by providing misleading & improper information regarding new post & revised pay-scale AAI issued appointment offer to selected candidates for revised designation & scale for 3 grade lower post than that advertise post for which candidates were selected for appointment vide merit in written & interview Examination.

After awaring of this cheating of AAI, Candidates so many times represent to AAI management for redress their grievance, but AAI never listen them

In this regards candidates use RTI Act'05 and asked copy of all document/correspondance/noting relevant to this recruitment exercise.

The sought information giving surprized details.

  1. This Recruitment process was completed for advertised post.
  2. Candidates were selected for advertised post
  3. Compitent Appointing Authority approved candidates selection for appointment for advertised post
  4. HR-CELL issued instruction to personnel section to draft appointment offer for advertised post and issued to selected candidates.
  5. But with negligiency of duty personnel section issued appointment offer for 3 grade appointment offer.
  6. Personnel section not intimated to competent authorities about chaning in grade of post.
  7. There is no order/document found where it was decided to change the post for appointment.

After this sought information candidates asked the name of personnel section officer and orders for changing in the post, but AAI not providing such information.

During hearing, CIC enquired the matter and agreed with us. He has been given instruction to AAI for providing resquested information. He also has been given instruxtion to AAI for rectifying the anomaly in this recruitment exercise. But AAI not follow CIC's decisions.

SO, it may be some success and some failure.

Anomaly in Recruitment Exercise

In Year Dec '2000, Airports Authority of India advertised a recruitment notice in Employment Newspaper for the post of Sr. Superintendent (Electronics) in pay scale of Rs. 3450-6100(pre-revised).

Accordingly Recruitment Exercise was executed, and written & interview was conducted for this post.

At the time of interview all candidates were informed by department the pay sacle is due for revision in AAI, hence successfull candidates will be appointed on revised designation & scale of pay decided by management for this recruitment exercise.

After completion of this recruitment exercise selected candidates were offerred appointment for the post of Sr. Assistant (E). There was no indication for pay scale in appointment offer, it was only indicated as * and it is likely to be revised to Rs. 6300-12060.

On asking, the CHQ informed to candidates, that there is no change in grade of post & scale of pay. On faith on AAI, Candidated joined on offered post. At the time of Joining, Candidates were offered course schedule for Sr. Superintendent (E) for Ab-initio course.

After one month of joining, wage revision order were issued, and it was shoking to us, that by mischif, AAI appoint us on 3 grade lower post.

In this regards all affected candidates submitted their grievance, but nobody take our representation seriously.

Effect of RTI Act '05 : -

In 2007/08 we use RTI Act'05, and asked details regarding this recruitment exercise.

We ask for providing all documents/record/correspondance/noting file issued during the period from interview to issuing appointment offer.

The Information provided to me reveled some facts like,

  1. Board of Sellection Committee declared result for sellection for the advertised post of Sr. Superintendent (E).
  2. ED (P&A) approved list of cnadidated for appointment on advertised post.
  3. Member (P&A) - the competend apoointing authority give his approval on list.
  4. HR Cell issued instruction to personal section for issuing appointment offer for the post Sr. Superintendent (E).
  5. Concern Directorate & Taining Cell itimated to personal section for comptition of recruitment process and date for ab-initio course for the advertised post of Sr. Superintendent (E).
  6. But by the negligience/intension of personnal section, they issued appointment offer for 3 grade lower post of Sr.Assistant (E).

Present status:-

Some information is still due for sought i.e. name of person who take decison for changeing in the grade of post for appointment, etc.

After hearing CIC Prof. M.M.Ansari had given dierction to CPIO for providing other requested information, and give instruction to CPIO, AAI to process the case for rectification of anomaly in reruitment exercise.

Now the Time perio is over, But AAI has not taken action for redress our grievance, also not proved sufficient information. I have filled a non-compaince petition to CIC office on 05.11.08. And waiting for the CIC action for sake of decision & RTI Act'05.

I am very much thankful to this Act '05, because with the help of this act, i access to those documents, which i never thought. Now we are thinking to go for justice with these documents. These documents surely give a easy path for us for redresses our grievance. Thanks to Government of India for making this Act.
